Overview

Most of these mational level parties have no significant following. The February 2002 parliamentary elections gave seats in the Legislative Assembly to only five of the fifty parties:
- Unidad Social Cristiana (Social Christian Unity Party (PUSC)) - 19
- Partido Liberación Nacional (National Liberation Party (PLN)) - 17
- Partido Acción Ciudadana (Citizens Action Party (PAC)) - 14
- Partido Movimiento Libertario(Libertarian Movement Party (PML)) - 6
- Partido Renovación Costarricense(Costa Rica Renovation Party (PRC)) - 1
The presidential run-off election in April 2002 was won by the PUSC candidate with 58% to the PLN's 42%.

I am presenting below updates on the parties - several of them have disappeared. I would suggest to present first the parties still active or with historical significance. Updated information on the parties and their current status is available at the Electoral Supreme Court website.
Most flags presented on this page are based on information once retrieved from the Electoral Supreme Court website. However, the website shows the emblems and not the flags. A warning notice should be added at the top of the page, stating that, unless explicitly stated, the flags are unconfirmed. The images of the emblems can be seenhere.

As suggedted by its name it is from AlajuelaProvince. Founded 28 September 1978. The flag is orange charged with white circle.This party is part of Cambio 2000 coalition.

Partido Accesibilidad sin Exclusión (Accessibility without Exclusion Party) is from San José. Blue flag with bold white "PASE", below it white five icons (male,old male,invalid, old female,female) and below it the party name. The icons and the name are in semi circle.

According to Article 2 of the party's Statutes, last amended by Resolution No. 1 of 2 December 2012, "The emblem of PASE is a white rectangle charged with the acronym 'PASE' in white letters and seven silhouettes representing, from left to right, a woman, a person using a stick, a mentally disabled person, a person using a wheel-chair, an ear nullified by a transversal stroke, a major adult and a man. Beneath appears the party's name in white curvilinear lettering "

Dov Gutterman located the website of Partido Acción Ciudadana (Costa Rica): <www.pac.or.cr>. On the bottom of the homepage is shown a 1:2 flag, diagonally divided yellow-red, with the party acronym PAC, in red, placed vertically along the hoist.
One of the picture in the image gallery shows a party meeting <www.pac.or.cr>. Behind the stand is hanging a 2:3 flag, diagonally divided yellow-red, with the party acronym PAC, in black, placed horizontally in the middle of the flag. It seems to me that the acronym was manually added on a "plain" flag (look especially at the weird C letter).

PAC, a social-democrat and progressivist party, was founded on 3 December 2000 by the economist Ottón Solís Fallas (b. 1954) as a splinter of Partido Liberación Nacional (PLN). The party was registered by Resolution No. 086-01 of 27 June 2001. In the 2010 elections, PAC ranked as the second most important party of the country, with 25% of the votes for the presidential election and 11 out of 57 seats in the Chamber of Deputies.
According to Article 2 of the party's Statutes, approved on 3 December 2000 and last revised on 16 May 2010, the party's emblem is a rectangle in proportions 2:1, divided by a diagonal ascending from the lower left angle to the upper right angle, the upper triangle being yellow while the lower triangle is red. At left hoist, on the upper triangle, are placed the red letters "PAC", arranged vertically. Article 4 says that the Party's National Assembly may adopt, in compliance with the Law, other emblems suitable to identify the organizations to the citizens and to characterize it struggle for the public good. There is no description of any flag in the Statutes. The reported flag are clearly derived from the prescribed party's emblem.

The flag appears to be used with a different lettering. Sightings of this particular flag are quite recent (2012-2013); the change in the lettering might have been associated with the renovation campaign launched by the party in 2012.

The poster inviting the inhabitants of Alajuela to "hoist the flag on cars, houses, gates, windows and roofs" shows the flag without lettering.

The flag charged with the black letters "PAC", which I have reported earlier, must be a hand-made, single copy. Therefore, it should be presented after the other flags of the party.

Dov Gutterman has reported the flag of the Partido Integración Nacional (Costa Rica) at <www.pin.freeservers.com> . It appears that the other image on this site, using the flag with the initials of the party.

PIN, a conservative party, was founded on 30 January 1996. The party was registered by Resolution No. 109-97 of 23 July 1997. The party won one seat in the Chamber of Deputies in 1998.
According to Article 2 of the party's Statutes, added on 8 May 1999 by Resolution no. 42, the party's emblem is a celeste blue flag with vertical stripes of equal width and the white letters "PIN" in the middle.The flag is not described in theStatutes.
The old party's websiteshows the party's flag without lettering.
However, the flag with the lettering is actually used. The flag (at least, the flag seen on a photo) has letters "P" and "I" in the dark blue stripe and letter "N" in the light blue stripe. (Photo)

Partido Liberación Nacional (National Liberation Party)

The National Liberation Party was founded by Josep Figueres i Ferrer, former president of Costa Rica. President Figueres was responsible for the abolition of the Costa Rican army.
The party has a horizontally green, white, green horizontal flag.

Founded on 12 October 1951, at the end of the Civil War, in La Paz, San Ramón de Alajuela, as the Movimiento de Liberación Nacional (National Liberation Movement), the PLN was official registered with the Electoral Court on 15 April 1952. His founder was José Figueres Ferrer (1906-1990), a hero of the Civil War, who served as the President of the Republic in 1948-1949, 1953-1958 and 1970-1974.
The PLN is a Social Democrat party, member of the Socialist International. Another famous member of the PLN is Óscar Arias (b. 1940), President of the Republic in 1986-1990 and since 2006, awarded the Nobel Peace Prize in 1987. In the general elections held in 2006, the PLN won 25 out of the 57 seats in the Congress.
The statutes of the party were approved by the National Assembly [of the party] on 29 April 1994 and last amended on 12 March 2007.
"Chapter I. Principles and objectives.
[...]
Seat of the party and colors of the emblem.
Article 4.
The colors of the party's emblem shall be green, white and green, in horizontal stripes of equal height."
The proposalfor new statutes of the party has a slightly different description of the party emblem, which is explicitely called "flag" ("bandera"):
"Title I.
General provisions.
[...]
Chapter II. Emblem and symbols. The emblem of the party shall be the green, white and green flag, in horizontal stripes of equal height.
[...]"
Photographiestaken during the Vth National Congress of the party, held on 22 May 2005, show a big flag on the wall behind the official stand. The flag is horizontally divided green-white-green with the Socialist rose emblem in the middle, the upper part of the rose overlapping the upper green stripe.

As opposed to the proposed Statutes presented on the FOTW website, the current party's Statutes, last amended on 20 July 2012, do not mention the flag:
Article 4. The colours of the party shall be: green, white and green in horizontal stripes of equal size.
